LECP Achievements
Current major initiative of the LECP (2009-2010)
In Financial Year 2009-2010 the LECP will:
- Continue to provide funding support and assistance to the Thailand Transnational Crime Coordination Network, the Cambodian Transnational Crime Team and the Colombian Transnational Crime Team. The assistance provided by the AFP through the LECP ensures that each team/unit/network continues to service both investigations within their respective agencies and requests for operational support from the AFP, across all crime types in a timely, secure and effective manner.
- Increase the AFP’s commitment to the Cambodian Transnational Crime Team through the provision of funding and assistance to support a full time advisor to the team.
- Move into the finalisation phase of the Southern China ATS project, with the provision of remaining the CMIS licenses and license fees, training and support to China’s National Narcotics Control Bureau.
- Fund and provide advice and support to the senior AFP officer recently seconded to the UNODC Regional Centre for East Asia and the Pacific as Program Manager. The officer will work on the ongoing development and expansion of the global Computer Based Training (CBT) program.
- Continue to fund the attendance of officials from key law enforcement agencies in developing countries throughout the world at a number of domestic and international training courses, including:
- Australian Institute of Police Management (AIPM) - Police Management Development Program (PMDP).
- AFP - Management of Serious Crime (MOSC) and International Management of Serious Crime (IMOSC) programs.
- Australian Crime Commission (ACC)/Charles Sturt University (CSU)/AFP – National Strategic Intelligence Course (NSIC).
- Royal Melbourne Institute of Technology (RMIT) Hanoi - Asia Region Law Enforcement Management Program (ARLEMP).
- University of Wollongong (UoW) - Masters of Transnational Crime Prevention Program.
- Fund AFP corporate commitments to support key initiatives including: the 30th International Crime Stoppers Conference (Brisbane, September 2009), the Heads of National Law Enforcement Agencies annual meeting, the Australasian Drug Strategy Conference and the Pacific Island Chiefs of Police (PICP) Secretariat
Major initiatives of the LECP (2008-2009)
In Financial Year 2008-2009 the LECP provided funds that supported:
- The Philippines Counter Terrorism Capacity Building Project (PCTCBP) - Phase II, involving the renovation of buildings in Davao and Mindanao, delivery of equipment to the National Bureau of Investigation, continued training support, and the provision of consumables and equipment for the upgrade of the Forensics Laboratory in Davao.
- Ongoing enhancement of the operational capability of the Transnational Crime Coordination Centre, assumed jointly between AFP International and the Indonesian National Police in July 2007.
- AFP personnel continuing to work with the Royal Thai Police (RTP) to develop the Thai Transnational Crime Coordination Network (TCCN), similar to that being established in Indonesia.
- The AFP delivery of Disaster Victim Identification (DVI) training in Vanuatu, Tonga, Kiribati, Tuvalu, the Marshall Islands, Vietnam and Cambodia, including DVI follow-up courses delivered to Indonesia (Bali and Jakarta), Malaysia, Singapore and Sri Lanka.
- The law enforcement officers from the Asia-Pacific region to attend a number of domestic and international training courses, including:
- Australian Institute of Police Management (AIPM) - Police Management Development Program (PMDP).
- AFP - Management of Serious Crime (MOSC) and International Management of Serious Crime (IMOSC) programs.
- Australian Crime Commission (ACC)/Charles Sturt University (CSU)/AFP – National Strategic Intelligence Course (NSIC).

- University of Wollongong (UoW) - Masters of Transnational Crime Prevention Program.
- AFP hosting of the 26th Interpol Specialist Group Crimes Against Children Workshop in June 2008.
- Nine Amphetamine Type Stimulants (ATS) Intelligence Training Programs, delivered in Thailand (4), China (1), Laos (1), Cambodia (1), Malaysia (1) and Burma (Myanmar) (1)
- The ongoing development of the joint AFP/United Nations Office on Drugs and Crime (UNODC) project, focussing on the suppression of illicit manufacturing and trafficking of ATS in Southern China.
- The secondment of a Pacific Islands Police Officer to the Pacific Islands Chiefs of Police (PICP) Secretariat.
- Expansion of the UNODC Computer Based Training (CBT) network through the establishment of CBT computer laboratories in the Cook Islands and Kiribati.
