About the program

AFP graduate The AFP Graduate program for 2011 will commence in March 2011 for a 12 month period. The AFP’s Graduate Program is targeted to meeting the requirements of business areas that have identified the benefits and value of employing a Graduate both in terms of delivering outputs and a commitment to developing the graduate’s skills in the longer term. The following areas will be seeking to place a graduate for the 2011 program:

  • ACT Policing;
  • ACT Policing Crime Prevention;
  • Forensic and Data Centre;
  • Human Resource Strategies;
  • Information and Communications Technology;
  • International Deployment Group (IDG);
  • Legal;
  • Policy and Governance;
  • Serious and Organised Crime;
  • Finance.

The AFP Graduate Program will comprise of the following components:

  • Induction Program;
  • Graduate Mentorship Program;
  • Monthly Discussion Groups;
  • Access to the Graduate Network; and
  • Learning and Development including an accredited course.

As an AFP Graduate you will be tasked with various project work, working within a team on each rotation. This is done to enable you to gain a better understanding of the organisation and the tasks that each section/area is responsible for. Each business area has its own unique requirements of a graduate and below is the information they have provided for you to consider.

ACT Policing

ACT Policing are seeking a graduate for their corporate area. Some of the activities in this area include Human Resource Management / Workforce planning, Media / Marketing, Policy development and Performance assessment. Graduates will have the opportunity to assist with the analysis and evaluation of emerging law enforcement issues that may have an impact on the delivery of policing services to the ACT community. Other roles include undertaking specific research projects and identifying core issues, problems and opportunities, assisting in the preparation of briefings, research papers and policy papers for internal communications and external publications.

ACT Policing are looking for graduates with formal qualifications in Human Resources, Media/marketing/Communications or Statistics/ Economics.

ACT Policing Crime Prevention

A significant portion of ACT Policing Crime Prevention is about intervention and diversion to Government and non government service providers. As is often the case if no pathway exists we create a pilot project and through partnerships address shortcomings in service delivery to those in need, both Victim and Offender in an overarching approach to Crime Reduction.

Requisite skills/qualifications we are seeking are:

Ability to research, time and workload organisational skills, oral and verse communication skills, Project management or ability to acquire on the job, Microsoft Office/Excel/outlook savvy and ability to liaise with internal and predominately external stakeholders to foster and forge relationships that will achieve common goals.

Forensic and Data Centre

Computer Forensics is involved in the identification, preservation, analysis and reporting of electronic evidence. Graduates require an IT related degree and ability to obtain a Top Secret Security clearance. Ideally IT qualifications should be supported with industry experience and an understanding of forensic and security principles.

Human Resource Strategies

HR Policy and Governance sits within the Human Resource Strategies team, Human Resources portfolio and is responsible for the performance reporting and compliance monitoring against the priorities for HR Strategies and the whole of the HR portfolio in support of the philosophy ‘One AFP, One Corporate’.

The Human Resource (HR) Policy and Governance Team is primarily responsible for driving and managing:

  • the HR governance instrument framework;
  • the Recruitment and Retention New Policy Initiative (NPI) and oversighting the government’s commitment to increase AFP sworn number by 500 over five years;
  • the performance and compliance reporting is completed within specified time frames, such as the HR Annual Report, Business Plans, Business Continuity Plan, Fraud Control and Anti-Corruption Plan, Risk management and Risk Scorecard, Asset management and Security;
  • the review and updating of the HR intranet site;
  • project work for the National Manager Human Resources and the Manager Human Resource Strategies; and
  • feedback from client satisfaction with HR and the customer service model.

The team operates in a close, flexible working environment to ensure outcomes are delivered within specified time frames and allows members to be across all of the team priorities.

Human Resource Strategies are looking for Graduates with knowledge in report writing, policy writing and development and research.

Information and Communications Technology (ICT)

The Information and Communications Technology (ICT) portfolio designs, delivers and maintains the AFP’s ICT systems and capability. The systems are varied – geographically dispersed, operate on multiple platforms and use a range of commercial, government, specialist law enforcement and bespoke applications. These systems must be dependable and secure. ICT supports the AFP’s core functions, including criminal investigations, intelligence, surveillance, protection, communications, command and management.

ICT is looking for graduates who are passionate about ICT. Tertiary qualifications, ideally in software engineering, systems engineering, computer science or information technology are highly desirable.

International Deployment Group (IDG)

The International Deployment Group (IDG) was formally established in February 2004 and provides the Australian Government with a standing capacity to deploy Australian police domestically and internationally to contribute to policing operations.

The International Deployment Group has three core components:

  • Australian based – providing executive, administrative, training and technical support for deployed personnel.
  • Operations Response Group – providing a ready response tactical capability for domestic operations and situations involving instability in the broader region.
  • Mission Component – providing sworn and non sworn personnel deployed to, or ready to deploy to group mission, and other operations as required, either in inline policing or in capacity building roles.

Currently we are operating five domestic and thirteen international missions in executive policing, advisory and capacity development roles.

The IDG is looking for Graduates in Law, International Policy / Strategic Studies, Education relation disciplines.

Legal

AFP Legal seeks applications from legal graduates who possess qualifications in relevant areas, and who are, or may be eligible for admission as a legal practitioner in Australian. The AFP Legal team provides legal support to all areas of the AFP, both domestically and overseas. AFP lawyers work in a dynamic and intellectually challenging environment providing high quality legal advice and assistance to the AFP. AFP Legal offers a diverse work opportunity for graduates, including experience across criminal operations and counter terrorism law, international law relating to AFP deployments, information law, employment law, administrative law, our litigation practice, commercial matters and governance regulation.

We are looking for someone with the requisite knowledge, enthusiasm, energy and flexibility to meet commonwealth law enforcement legal challenges.

Policy and Governance

The Policy Co-ordination Branch and the Strategic Policy Branch within the Policy and Governance function, provide co-ordination of policy advice for key forums and a strategic policy capacity on new and emerging issues for the AFP. The Branches work closely with internal stakeholders and a wide range of external partners to ensure that the AFP’s policy capability is responsive to the future needs of national and international law enforcement in a rapidly evolving security and crime environment. Graduates will undertake a range of diverse and challenging work which may include: coordination of new policy proposals within the AFP and with other government departments; preparation of AFP's Environment Scan; attendance at inter-governmental forums and liaison on policy issues via law enforcement networks; and preparation of high level advice, strategic papers and policy briefs for the Minister and AFP Executive on national and international law enforcement issues in the context of wider government policy processes.

An academic background in multi-disciplinary studies (law, arts, social sciences, international relations, political and/or cultural studies etc) and a variety of work and life experiences would be very beneficial. The division would suit graduates who are adaptable and able to work under pressure. Applicants with post-graduate qualifications are strongly encouraged to apply. A rotation within the Policy and Future Strategies division will provide graduates with a strong foundation from which to build their career in the AFP.

Serious and Organised Crime

An Investigations Innovation Centre will be established as a key new capability in the AFP’s crime-fighting arsenal. It will ensure AFP investigative practice remains progressive, and will support the Defeat/Shape/Prevent Concept of Operations by:

  • Contributing to development of a whole-of-government investigative culture and enabling strengthened quality assurance of Commonwealth investigative practice
  • researching, identifying, sharing and propagating investigative best practice tools and methods
  • proposing and/or piloting innovative techniques in dismantling or disrupting criminal enterprises
  • fostering shared situational awareness across the Crime Program, and with the investigative elements of partner agencies, regarding developments and trends in the operating environment
  • creating awareness across the Crime Program of the complementary skills, domain knowledge, powers and reach of partner agencies and proposing new strategies for arraying composite capabilities against complex targets
  • drawing on insights emerging from cases, probes, and analysis of sectoral vulnerabilities to propose shaping and prevention strategies that limit opportunities for criminality
  • identification of industry, community, and non-traditional partners that may be engaged to support Crime Program objectives
  • leveraging intelligence advice on crime trends to draw out potential impacts for targeting, priorities, and investigative practice
  • identifying gaps or inconsistencies in legislation, assessing implications of case law for investigations, and supporting cases for legislative change or modifications to AFP practice

Finance

ACT Policing Finance and The Financial Controller's portfolio has a number of position available for a graduate to fill the roles of Assistant Accountant/Finance Assistant.

The role involves a broad range of duties including:

  • assisting with the preparation of monthly reports, including variance analysis;
  • assisting with the preparation of business area budgets and forecasts;
  • monthly balance sheet and income statement reconciliations;
  • assisting with the preparation of periodic compliance reports;
  • assisting with annual stocktakes and processing asset movements.

Qualifications in Finance, Commerce, or Accounting would be required to meet the demands of the role.

Eligibility requirements

Applicants must:

  • Be an Australian Citizen.
  • By February of the year of commencing employment with AFP have completed a 3 year minimum Bachelor degree completed at an Australian University, OR have completed a degree that has been recognized by the National Office of Overseas Skills Recognition (NOOSR).
  • Prior to commencement, successful applicants will be required to undergo a security clearance, a standard medical clearance/examination and undertake a test for illicit drugs in accordance with the AFP's Illicit Drug Free Work Force Policy. Applicants who do not undertake a test or who do not satisfy the requirements of the test cannot join the AFP.
  • Be willing to relocate to Canberra at own expense.

Lodging your application

Your application must be received no later than 11:30pm Sunday 15 August 2010.

Applications must be lodged online. Each job has an application form to complete. Applications must be completed by the stated deadline. Late applications will not be accepted.

The selection process

  • Application: Applicant applies online through the web site
  • Online testing: All applicants will receive a link to perform on line aptitude testing to be done at home.
  • Short listing: Once on line testing has been successfully completed the application will progress to short listing for interview.
  • Notification: You will receive notification by email telling you whether you have been successful or unsuccessful at the short listing stage.
  • Short listing for interview: If you are selected for interview you will be contacted by phone and email. Interviews can be either face to face or by telephone dependant upon your location.
  • Interview: You will be interviewed by a panel comprising the relevant business representatives and a member of the Recruitment and Diversity Strategies Team.
  • Letter of Offer: Applicants who are successful at interview will be required to undergo the following processes to ensure suitability for employment with the AFP. This will include the following:
    • Security Clearance
    • Medical Clearance
    • Drug testing

Once all these have been completed and cleared you will be given an Instrument of Engagement, which will outline all your terms and conditions of employment with the AFP.

Please keep in mind that due to the thoroughness of the recruitment process for any positions with the AFP it can be a lengthy process.

Duration of program

You will be employed as an employee in a position in the business area for which you have been selected.

Salary

On commencement with the AFP Graduate Program you will be remunerated at AFP Band 3.1 - $53,309 in accordance with the AFP Collective Agreement 2007-2011.

Graduate placements

At the successful completion of the Graduate Program you will be advanced to AFP Band 3.2, salary $55,476 and in most cases will continue to work in the business area where you completed your Graduate year.
