Controlled Operations Annual Report

In addition to our annual report, we also submit a Controlled Operations Annual Report in conjunction with the Australian Criminal Intelligence Commission. The Australian Commission for Law Enforcement Integrity was part of the combined report up until 2021-22. On 1 July 2023, the National Anti-Corruption Commission (the Commission) commenced operation and replaced the Australian Commission for Law Enforcement Integrity.

Controlled operations are investigations carried out within a legal framework that balances the need for operational flexibility with appropriate public accountability.

Police Powers at Airports Report

Under the Crimes Legislation Amendment (Police Powers at Airports) Bill 2019 (the Bill), police and protective service officers (PSOs) can direct individuals to:

  • prove their identity (known as an identity information direction)*
  • not catch a flight or leave the airport (known as a move-on direction).

This enables us to engage with individuals at the earliest opportunity to assess any potential threat or risk to public safety.

Under the Bill, we are required to report annually on the number of occasions we have issued an identity information direction or move-on direction.

*Statistics are based on reports where police and PSOs have issued an 'identity information direction' under section 3UP Crimes Act 1914 'Identity information at airports'. The statistics don't include occasions where the identity check occurred as part of other enquiries.

In this financial year, 11 'move on directions' and 11 'identity checks' have been issued.
